The Legal Framework Supporting Foreign Investment in the Kingdom of Saudi Arabia in Accordance with Vision 2030 (A comparative Analytical Study between Egyptian Law and the Saudi System

Abstract
Objectives: This study aimed to identify the issue of foreign investment and the guarantees guaranteed by the Saudi regulator for the foreign investor under the foreign investment system in the kingdom of Saudi Arabia, and what happened to it Amendments, in addition to identifying the legal issues and future trends that support investment in accordance with the Kingdom of Saudi Arabia's Vision 2030. Methods: The descriptive analytical approach, by reading texts the legal issues related to foreign investment in the kingdom and their analysis with the texts contained in the Egyptian Investment Law. Results: The study concluded with several findings, including the weak decision-making power of the university council without referring to the relevant Ministry of Higher Education. Additionally, there is a lack of clear legal provisions defining the decentralization of university administrative decisions without coordination with or approval from the supervising ministry. The study also highlights the need to grant universities greater authority in making administrative decisions independently, without ministerial oversight, to achieve administrative autonomy for each institution. Conclusions: The study concluded with a set of recommendations, the most important of which is the necessity of periodically reviewing the regulations related to foreign investments in the Kingdom of Saudi Arabia. This review should align with economic and political conditions, be compatible with the Kingdom's Vision 2030, and aim to develop appropriate legislative solutions to address any difficulties or challenges that may hinder the flow of foreign investments into the country.
