Administrative Organization Through Laws Regulating the Work of Public and Private Universities: The Cases of the Sultanate of Oman and the Kingdom of Morocco- An Analytical Study

Abstract
Objectives: This study aims to highlight the administrative organization at the university management level and the laws governing it. Methods: The analytical narrative approach was followed in the research to reach the conclusion and recommendations that would achieve the desired benefits from it. Results: The study concluded with a set of results, namely the weakness of the decision-making power of the university council without referring to the ministry concerned with higher education, and also the lack of clear texts that determine the decentralization of administrative decisions for the university without coordination and referring to the ministry responsible for higher education, as well as the need to give greater powers to the university to make decisions related to administrative aspects without the supervision of the ministry concerned in pursuit of administrative independence for each university. Conclusions: The study arrived at several recommendations, the most important of which is the development of plans and objectives to strengthen the university's administrative and financial independence without referring to the supervising ministry, except in matters related to academic affairs.
