Abstract

This study is related to higher education from the administrative side and not from the academic side, and addresses problems and failures in university administration, especially with regard to financing and managing scientific research and ways of providing and distributing it in universities, institutes and colleges, whether through Arab countries, the industrial sector, external support and financing, as well as Arab cooperation in Funding joint scientific research.
