Carbon Certificates in the Sultanate of Oman: A Study of the Legal Framework and its Implications for Social Protection

Abstract
Objectives: This study aimed to analyze the legal framework of carbon certificates in the Sultanate of Oman, focusing on their issuance, trading, and implementation mechanisms within the context of national efforts to address climate change challenges and fulfill international commitments under the Paris Agreement. Methods: The study adopted a descriptive-analytical approach, analyzing both international and local laws related to carbon certificates to assess their integration and effectiveness in supporting the carbon market in Oman. Additionally, a thematic analysis methodology was employed to extract key issues from legal texts, alongside conducting interviews with environmental and energy experts to understand the challenges and opportunities associated with implementing this mechanism. Results: The study found that the current legal framework suffers from certain gaps that hinder the effective implementation of the carbon market, including a lack of clarity in legislative policies, weak regulatory mechanisms, and the need to enhance environmental awareness. Conclusions: The study recommended developing more detailed legislation, enhancing transparency and oversight, and increasing collaboration between regulatory bodies and the private sector to ensure the sustainability of the carbon market. Furthermore, it emphasized the importance of integrating carbon certificate revenues into financing environmental and social projects to achieve sustainable development.
